Delivering better outcomes is at the heart of what we do. Our EDGEWORK® approach uses a mix of applied analytics, behavioural science and primed performance, to support: Children’s Social Care, High Needs and SEND, Adult Social Care, Health and Social Care Interface, Whole Council Transformation.
We were founded in 2000 by a local authority Chief Executive and are staffed by people from both the public and private sectors. Everyone who works for us is deeply committed to enhancing the pivotal role that public services play in our communities and society.
We have consistently demonstrated that performance can be improved – but more importantly, that this improved performance can be sustained, citizens’ lives made noticeably better and public services left more resilient to manage future challenges.

Raising ambition for children and young people In February 2023 the government set out its Children’s Social Care Strategy. As the sector responds, Norfolk County Council, IMPOWER and a partnership of local areas have gathered insight, learning and impact from the delivery of an approach which we believe could help more local areas to: • Improve life chances and longer-term outcomes for children and young people • Respond to sufficiency challenges • Improve understanding of the impact of care and support • Reduce the cost of care and deliver significant financial savings
